Yesterday I had Professor Cherian George from the Nanyang Technological University in Singapore on the telephone. He answered several questions about Censorship in SE-Asia“from his post in Singapore. Our interview ended on a very optimistic note about the issue how the internet-community itself can find a self-regulating mechanism (say - moral suasion or ethical standards) to rule the internet. We also spoke about free-speech activists and the hottest issues in the battle between censorship and freedom of speech. It was a great pleasure to speak with him.

Robert Hesse spoke about geo-locational filtering .He is programme-manager at the Friedrich-Naumann-Foundation.

In „Censorship“ we have now reached a point where some of us see already the line crossed.

Update of ongoing debate about censorship and liberal values
How do Liberals respond to voices that not only question core liberal values but also voice supremacy of contradicting values over ours?
As a Liberal I’m pro diversity, pro plurality, pro individuality and against totality, against oneness and against the submission of one culture or religion under another. The freedom of speech is, in my regard, such a core value of Liberalism that it allows for expression of opposing opinions/values - as seems the case here. But, as a Liberal I’m also alerted when expectations are voiced which go against values we hold in high esteem.

How can we leave the Internet open? How can we protect the benefits of the Internet and avoid and even battle censorship? How can we take action on our side to produce commandments to rule the Internet? What’s about geo-locational filtering? Increasingly, governments are regulating the "Net" - that is, the Internet and people's activities over it. Because the Net is global in nature, governments are turning to intergovernmental organizations to iron out common approaches. Taken together, these international Net initiatives foray into all areas of government traditionally dealt with by domestic regimes - addressing foreign commercial relations, jurisdiction, infrastructure, security, monetary authority, property, relations between private parties, and citizenship.

In agreeing to participate in these federated, power-sharing arrangements, governments are gradually constructing an entire framework for governing the networked world.

National laws vary broadly. What is considered acceptable content and conduct in one country is considered unacceptable in another. Accordingly we have a broad range of controls and limitations that go from relatively loose to very strict. The authorities have technical means to filter and to block content. They also have laws that allow to punish .
With the advent of the Internet the discussion about censorship and freedom of speech is one of the core issues for the Internet-Community. 

The Internet is inheritently global in its architecture and it is promoting the freedom of speech. So is everything allowed? How do we balance the basic civil right to speak out against the need of persons to not being violated in their personal dignity?
So do we need an international agreement – say a „law of the net“ analog to the „law of the seas“?
Vint Cerf from Google makes this point. Also UNESO publsihed a paper about „Ethical Standards“ regarding the use of the Internet.
